I know one person who makes gowns for Mardi Gras balls (not really costumes). She successfully supplements her husband's income but I don't think she could live on just her earnings.
However, I also don't know of anyone who specializes in made-to-order costumes so it might just be an unfilled opportunity/nitch market.

Yes, I am from Louisiana and when I use to visit New Orleans there were Mardi Gras costumes everywhere!! Yes, you can make an independent business out of it for yourself, and no, you don't need to be part of a krew, but you can if you want to.
You can start working in a Krew, then break into your own line of clothes.
You might be abit stuck for money to begin with, but give it a try.
